Recreate this Pedal

I'd try a treble-boost. Most treble-boosts are really mid-boost/low-cut.
This is from the fractal drive wiki, “This model is based on a classic treble booster circuit. This was designed as an accessory for amplifiers to roll off lows and boost the higher frequencies.” So I’m not sure if that would be similar to this mEQ drive pedal.
 
The EQ in that is based on a Pultec EQ, commonly found in studios.

There are a few different pultec eq units. The specs for these (frequency and q) are very well documented. Outside of the pultec low end trick ( where your body and cut the LF at the same frequency which creates a resonant peak) or should be pretty straight forward to match.
 
True about the PEQ frequency matching, but does it also overdrive?
If you crank the level then it will overdrive the amp input. But it may not be the same.

It might make more sense to use a similar character Drive block, then set the drive Graphic EQ to PRE and try to match the Pultec.

I'm not sure how easy it will be to match a graphic to a parametric.

You'd want the pultec after the cab block
