If you put the pitch block after the cab block and adjust the high and low cut filters in the pitch block to match those in the cab block, the end result will be the same.

Not really because those filter the wet pitch signal only, and shifting before vs. after cab (or any sort of EQ) won't produce the same frequency response. For a detune effect the order shouldn't make much of a difference though.
 
True, it won't be exactly the same, but close enough for many purposes. If you use the preamp sim in the cab block and introduce non-linear behavior it will be even more different pre vs post.
 
The difference is more drastic with larger shift intervals and we don't really know what OP's trying to set up here. Intelligent harmonies or altering the interval in other ways will usually sound less natural after the cab. A fixed shift interval will sound like some other IR (more different with larger intervals) which may or may not be desirable.
