Global IA (Drive 2) Help in 4 cable method

So I'm back in the 4cm territory using a relay switcher to change channels on my amp. For every preset I have the scene switches (IA's) also send program changes to change the amp channel on my friedman. I've setup an IA to be global for Drive 2. I use Drive 2 for the RC boost to keep levels between my PRS and Strat even. So I either want the block on all the time or off. Problem is whenever I change scenes or presets it does not stick? The light stays lit up but I have to press it twice to engage the block again. Anyone have any ideas or thoughts?
 
You'd have to set it up as an Ext Ctrl assigned as a bypass modifier.

Configured as you have it, there's probably no drive bypass CC being sent on scene changes. That means the scene will put the block into one state or the other as usual, regardless of switch state.
