If i turn the AM4 on before my pc, even if I disconnect and reconnect the cable the device is not being seen by my windows machine.
If I turn off and then on the AM4 then it starts working again. I'm on windows 11. is this a bug?

Are you going through a usb hub? If so, don't. If you aren't - have you tried a different USB cable? 99% of these issues are the cable, going through a usb hub, or the PC. If this was a bug I think the forum would be littered with complaints. But I guess we will see if anyone chimes in. Mine is rock steady, and I use it everyday - turning the AM4 on and off without rebooting.

I am going through an hub but still if I connect/disconnect other devices they get recognized. also the cable was provided by g66 I can try another cable

Eliminate the hub first. Just give it a try. USBC is FINNICKY. Don't worry about what other devices do or don't do... you are working with an audio interface, its different. If you plug it in directly to your PC and the issue goes away, you will know that your hub needs an upgrade. I went through the same exact thing with an Apollo interface.
