My FM3 "Tempo To Use" is set to Preset but the tempo seems to be global regardless of this setting. I thought if I st it this way that each preset should have it's own tempo. Is this a bug or maybe I am misunderstanding? Thanks.

Let’s start by clarifying what you mean by “tap tempo.” There is no value called “tap tempo.” If you tap in a tempo, that will become the current tempo, no matter what you’ve set elsewhere.It is always set to whatever the tap tempo is even when I change presets.
Doesn't matter. FM3 presets load without problems in an FM9 or FX3. If you don't have either of those then you have a problem.(Tho I cant look at it as I don't have an FM3)

What I want is for a scene to have a specific tempo but I am guessing that is not possible currently.

Tempo is part of the Controllers "block".
And the Controllers "block" has 4 channels.
So you can have 4 different tempos in your preset, based on those 4 channels.
