Maybe a bug or strange behaviour in pitch block

The pitch block in Crystal mode. Im not sure if this correct behaviour. but the splice time for each voice is limited by the pitch adjust. So on a +24 pitch adjustment the splice time when set on 2000ms seems to be around 500ms and when set to -24 pitch, the splice time does seem to make sense to me to even describe it on here. i understand this could be the result of the tape being slowed to reduce the pitch?

If you take 2000ms of audio and shift it by two octaves you play the snippet back at four times the rate. Therefore the shifted snippet is 500ms long.

thats makes sense if the shift is achieved by speeding up a tape. So the method of shifting in the crystals is different to the method of shift used in Whammy?

Yes. It samples and then plays it back. Hence the term "splice" used in the settings.
