Careful how you read what I wrote: I may not have been clear. 
If your frets are level (they should be on a new guitar, but weirder things have happened), you should be able to get by with a neck relief of about 5 thousandths of an inch. If you go up to 8 thousandths (three thousandths more), you've got more relief than you need. Most people can't tell the difference between 5 thousandths and 8 thousandths by sighting down the neck —I know I can't. All you can tell is "almost flat, but not quite."
In other words, the fact that you can see some relief by sighting down the neck doesn't mean that your frets aren't level.
