Is my Vibroverb 63 RI form the 90's is "short-to-sleeve" ??

I'm sorry for your frustration, I ran into the same thing with 65Amps. It is a bit unreasonable though to fault Fractal for not providing information that another company should have available and share when requested. If all amp manufacturers had the same level of customer service and support as Fractal, this discussion wouldn't be continuing. Unfortunately for Fractal, with great service comes the expectation that they should do everything for everyone at their every request.

One of the main reason for buying the FX8 is because the relays,
 
The 63 Vibroverb Reissue absolutely uses short to sleeve switching. You should have no problem using the FX8's relays with it.
 
I just got replay from fender and here it is:
You are fine to use that set up. The switching is as follows. Tip>> vibrato , Ring>> reverb , Sleeve>> ground.

So everyone that have this amp is good to go,

I connected the relay and it’s working great
 
FWIW, my context is a bit different. My Fender style amps use the old school RCA jacks, not 1/4" TRS. So while I like the trem in the amp sounds better than the FX8 emulations, it's not worth the extra cable connections and risk to the unit to do it. For me.
