External pedal via OUT3 -> IN3 Not Working for Me

Hoping to get some help with my setup...

I'm setting up an external pedal to be looped in via OUT3 - IN3. It's not working. When I bypass the IN3 block, I get sound (of course, without the pedal effect I want). If I don't bypass IN3, it's totally silent.

Here is my physical wiring:
guitar -> IN1
OUT3(L) -> External Pedal IN (Digitech Whammy)
External Pedal OUT -> IN3(L)

I've also tried moving to the (R) side of IN/OUT 3. Same result.
The external pedal works fine.
I've tested all the cables and they are fine.

What am I doing wrong? Thanks for any help.

Saying "duh" to yourself as you turn up the volume is priceless. Been there, hopefully you do that only once.
