The control switch's state would depend on the CS per Scene setting in the new preset. If it's set to Last in the new preset and scene, it would keep its state from the previous preset.

Bypass modifiers will take precedence over the saved state of the block, so the CS state would determine the block's bypass state when the preset and scene are loaded.

Interesting. So I turn on a Last controller that turns on a drive, switch presets, drive is still on, regardless of how it was when the new preset was saved?

That depends...

The Control Switch may or may not be assigned to the same thing(s) in every preset.

But, yes, if the CS Per Scene setting for the default scene of the preset is set to LAST or ON then the CS will be on.

How do control switches behave when you change scenes or presets?

They work as intended per preset. You have to make the changes in each preset if you are going to use it that way. You can always copy/paste the block into a new preset, or save the block and recall it in a new preset if needed.
