The explanation is pretty straight forward. They got tired of being slammed for intentionally limiting search results. Now there's no easy way to call them on it.

Since Google only displays up front what it is biased towards, the 4th page can be useful.

Anyway, useful informations starts from 4th or 5th page of search result…. Mostly I directly switch there…

Another interesting issue regarding Google is that I read an analysis of why their search results have been steadily getting less useful in the last few years. In that analysis, they say Google is indexing based on an internet 'of twenty years ago', in that a lot of newer, and more useful, content is now hidden behind sites that require logins/accounts. The landscape has changed and access to 'prime' content isn't as easily accessible and cannot be scraped by bots anymore.
