What is the purpose of input gain, if it doesn't affect tone, unless the value is low?

it says it wouldn't affect gain or tone unless the value was really low such at 5%. but people try to set it as high as possible with their hottest guitar so that it tickles the reds.

What is this setting actually doing and does it matter? If it doesn't affect tone at all, why not leave it at the default 50% and call it a day? Why increase so that it "tickles" the reds.
 
Basically it's to prevent clipping the input of the Axe. Adjustability for different output levels of pickups as well as adjusting for pedals used before the Axe-Fx III's input.
