Volume "jumps" as note decays

Howdy
I'm running the Ax8 in the effects loop of a Naylor Electraverb 60.
As notes decay, I'm getting a subtle, but very audible "jump" in signal.
Though, the LED meter does not register it.

It sounds a bit like when a noise gate is dealing with high-gain + RF interference.

What I've tried:
- cutting noise gate values to as low as they can go (can it be turned off?)
- messing with I/O pad values

Feel like there is something obvious I'm missing.
When I remove the Ax8 from the effects loop equation, the problem does not occur.

On their site it mentions this: EFFECTS LOOP Tube driven, line level 1 volt R.M.S. For use with compatible rack mount effects.

What does your signal chain look like combining digital with analog setup? Have you tried dialing the 'LEVEL' of the delay or multi-delay blocks?
 
Signal chain is cray cray:

1. Guitar (Rasmus S100, hot-ish pickups) > multiple drive pedals > Naylor input
2. Naylor effects send > Ax8 instrument input
3. Axe8 Out 2L > Hughes and Kettner Replex tube delay
4. Replex Out > Ax8 In 2L
5. Ax8 Out 1L > Naylor effects return
6 Ax8 Out 1R > to a lil' VHT Special 6 slaving to the Naylor

In 1 pad: 18
Out 1: -10
In 2: +4
Out 2: 0.0
