How can I program the tuner to access it from scenes page or view 1?

add the Tuner function to a switch there. you may need to replace something else with it.

FC controllers button in fm3 edit lets you easily change switch functions

15:20 in this video i'm changing the footswitches.

you would choose Category Utility, then Function Tuner.
