Should I be seeing the Midi In light blink on a program change msg?

Quick question:

I am trying to hook up an iPad with Setlist Maker on it to change presets when I pull up the song in the set list. Configuration is:

iPad 2 -> Camera connector (usb adapter) -> iRig Midi 2 (out port) -> Axe (midi in port)

The presets are not changing so I'm trying to figure out where the issue is. Even though this is a very small bit of data, should I see the Midi In light blink on the Axe when that message is sent?
 
Yes. It's MIDI data so it should blink the light. That being said, the light doesn't blink as fast as data can be sent and stopped.
