Yeah. I'm in Australia and shipping from the US went up recently.
I believe it was an across the board increase.

15-20$ is about the norm these days for ups unless you have an account with them and discounted rates due to bulk business.

@op If you are talking about the humbusters, they are pretty hefty-I have 2 15"'s. Pretty heavy for cables

Don't forget a little part of that "shipping" cost likely goes to pay the people who pack and ship the cables. The $11.60 doesn't sound outrageous considering the online price for a USPS Medium Flat Rate box is running $11.30 these days.
