Practical example:
You want to use scenes to only change amp/cab or some selected fx and leave others unaffected.
Put all blocks you do not want to be affected (retain their state) on same row.
Turn on a block in the row that is unaffected.
Switch scene to change amp/cab for example
Block in the unaffected row stays on
A possibility to keep things simple is to have only one row that is unaffected by scene change.
So whatever is in that row retains the state when switching scenes.
Another is to choose which rows are unaffected but I think that would complicate things too much.
