Proper Power Up Sequence for MIDI Controller & AXE

Is there a proper sequence for powering up a MIDI Controller with an AXE FX II?

Does it matter which I power up first?

I'm using a Rocktron Midi Mate with my AXE and I am having trouble having the AXE recognize Program (Preset) Changes from the MM.
