Problem with momentary controller switch

Having a problem getting a control switch set for momentary-on. Very odd because when I initially set up the switch (Flanger Bypass) the effect block goes into the bypass state. If I change to another preset and then go back to the desired preset, the flanger is on. Then I have to press the footswitch twice to get it back to Bypass. Once I do, it works properly until I switch presets & go back again. I have screenshots of my current setup - appreciate any pointers since this is obviously "pilot error" on my part! Thanks!

Check the CS Per Scene values. I believe those should be "off" in this case. There was a similar thread about a momentary CS recently.

I'm not sure that explains why you'd have to press the CS twice instead of just once to get back to bypass now, so maybe that's not the entire solution here.
