Output Level Decreases When Using Multiple Outputs?

I normally use just the unbalanced outs to go to my power amp with no other outputs being used The other day I also plugged in a set of XLRs to the balanced outs (they weren't plugged into anything on the other end), and noticed the output level from the unbalanced outs decreased quite a bit- does the output level get split between the two outs when both are being used simultaneously?
