Need help with volume levels using scenes FW10

I have been trying to set the master level slider in the out window at different volumes per scene. It changes all scenes to the same level though. Is this normal?
How can I make one scene a different volume with the out level controls? Thanks.

Mine saves per scene. I hit store at each scene edit before changing. Does that work?
