AxeEdit Manage Presets lets you load individual presets from a bank file.

But pretty sure the answer to your specific question is nope!

or you create the individual files yourself by loading a bank into the Axe and exporting them as individual *.syx using Axe Edit MangePresets.

Open a bank file through the Import Preset dialogue. It will show you the entire bank, and you can load whichever individual preset you choose.
Or drag a bank file from your desktop/folder onto the Preset Name in the editor. Same thing.
