How to get CTRL switch to retain state

I have a CTRL switch set to boost my reverb level and time and I want to be able to turn it on in scene 1 with a foot switch, change to scene 2 and then back to scene 1 and the CTRL switch still be on. Is there a way to make it remember what it's on off state is per scene?
 
you can program the default state of the CS per scene, but it will not remember your footswitch changes. I have been missing that too.
