help with effects

can someone help identify the effects in this song. It starts at 28 seconds and again at 32 seconds. i realize there is delay maybe a flanger too. i can't seem to dial in the right delay or effects. any help would be appreciated. thanks
 
This remember me of an effect i had in my H9 actaully, i think it uses the vowels things (like a vocoder), can't remember the name ...
It was called stutter something, and i locked with the tempo.
So you choose a vowel (a,e,i ...), have it to repeat every 1/8 or something.
Now, How to do that with an axe fx is another question :)

You're thinking of the Formant effect block.

I had a Boss Flanger pedal long ago that made the exact sound in the clip. It's just a very intense Flanger. It sounds like it's making vowel formants, but it's just the nature of the flanger effect doing that.
I don't have an Axe FX in front of me right now, but I'd say it's something like:
Slow/Medium-ish Rate
Medium/High Depth
Slow/Medium Feedback
Mix to taste.
 
Kinda sounds like a 'Flanger' or a 'Filter-sweep' with a square-wave (or 16-step sequencer) 'Tremolo' in a parallel path?
