External Controller setup

I'm having some issues setting up a 2nd pedal to be used as a continuous controller. I currently an using 2 EB pedals one is configured for Wah and is plugged into exp 2 on the MFC, I have a second pedal going into exp 3. I have calibrated both, 2 works just fine and if I plug 3 into 2 it works flawlessly as well. I have gone into IO and tried to "learn" exp 3 but it doesn't see it. The pedal is seen on the MFC and calibrates but seems like it isn't enabled or something like that because the Axe doesn't see it, no midi in, no learn etc.

Any help?
