Here's what I've been using, attached spreadsheet.

Four layouts; presets, scenes, effects, and looper.
Tuner and tap tempo always available on a single switch, same for changing layouts.

Two switches always available for preset or bank up/down.

I set bank size to 8. 8 switches always available to select any preset in a bank or any of 8 scenes.
