Can I use out/in 2 to connect an external pedal and aditionally connect a power amp?

at the same time?

for an external pedal you'd go Out2 to pedal input, pedal output to In2. from there, how would you also connect to the power amp when you've already used Out2 for the pedal?

Yes, at the same time.

I have an overdrive (presicion drive) I will like to use and at the same time I need to connect to a power amp (ISP Stealth) + cab for in stage sound. Also I need to keep the out 1 for FOH sound using IR.

If is not clear please tell me, english is my second lenguage.
