Bug?? - AXE or Edit? scene change behavior 16.04

I am seeing different behavior in the scene levels when switching between scenes. Not sure if this is an editor bug or not.

I am attaching 2 different scenes. I am not expecting the various scene levels to change at all. I would expect them to stay the same. I know only one scene plays at a time, but still - these volumes should remain static, No? The main scene level changes as well.

Your out block is changing channels.
