How to get This Sound

It sounds like a step-wise modulation of a resonant low pass filter. That's why it seems like it might be arpeggiated.
 
that's a cool sound. i would put a filter in a side chain after the amp. set it to peak and set the resonance really high. then attach the frequency to an lfo. you'll want to set the speed of the lfo and the quantise parameter to get the behaviour you want. quantise will set the number of steps. you'll need to fiddle around a a bit with the start and stop frequencies to get the range, but it should be fairly easy to get close
