What is the Purpose of the Level Control Pane on the Right Side of the Axe-Edit III Interface?

I've been puzzling for some time now over the purpose of the Level control pane on the lower right of the Axe-Edit III interface for many of the amp and effect (such as boosts, overdrives, etc.) etc. models.

I've noticed that the initial levels set from Fractalaudio vary, most of which are quite low. These controls seem to be outside of the controls for said models - but I'm not sure if that is the case. So when I use these models, the first thing I do is set the level to 0 db. This seems to provide the "full" output capabilities of the amps and effects but again, I am unsure if such is the case.

I've looked for information about this feature in the manuals to no avail, as well as here in the Forums. So here's my question: Why does this pane exist and is there a particular 'optimal' setting? Thanks!!!
