Tone Help - Daniel Donato Jam sound

I saw Daniel Donato's Cosmic Country this past weekend and I've been chasing down how to get the sound wash effects he gets on Track 16 - Ghost Riders in the Sky at 3:50 and continues on for a while. Around the 5 minute mark it really ramps up. I know he has a gamechanger audio sustain pedal, but it's not being used for this effect. It's not the keyboard player. It sounds like a long modulated delay running through a heavy phaser. You can hear how he plays a riff and the echo is kind of muffled in with the phaser sound. I'd appreciate any thoughts.
 
I watched a video on his pedalboard and I'm thinking it's the Keeley Caverns pedal. Slow tape delay into a shimmer reverb. I think he's also got a phaser on in there. Going to spend some time this weekend playing with tape delays and reverbs and see if I can get closer. Also thinking a Plex delay might get me there.
