MIDI Program Change - PC Mapping not working as expected

I'm running into an issue with PC Mapping (let you map Preset X, Scene Y, when you send Program Change Midi) where it will not select the scene that I selected. It seems to always behave as if I set mapping to "As Saved" instead of selecting Scene 5 for example. So it's strange in the sense that PC mapping is working since it's changing to the preset I select, but seems to completely ignore the scene I select.

Any ideas on a setting that might prevent PC mapping from changing the Scene?
