I have found the place in Midi/Remote/other where i can assign a CC# to say "increment or decriment scene "

that is great. but i have lots of per-preset foot controller assignments because i don't always just want to increment or decriment my scene#.

is there a way i can program a CC# to activate a particular button on the foot controller so that my per preset assignments will be reflected?

No. There is no MIDI control of the FC functions.

I've used MidiRemote > Other > "scene select" from my generic midi foot controller to select a specific scene.
