Wish Make 'Load Factory Layouts' available in editor

Currently, the FC factory layouts and settings can be loaded through the hardware menu only.
I think this function belongs in the editors too.

Really, and especially with the floor units, the entire pile of Setup menu stuff should be in the menu. JMO, but my knees and back will +1 that thought....
