Level difference between scenes

Axe Edit 1.13.17

This very well could be user error, but I'm pulling my hair out trying to find the difference between scene 1 and scene 7 in the attached preset. Scene 7 is maybe 2 or 3 db lower than scene 1 and they appear the same. Just can't figure out why.

Any help or suggestions are appreciated.

Is it the Scene Level sliders in the Out block?
