When the “effects” section of the OFM9G is selected there are foot switches that have effects listed that are in the block chain but not selectable/highlighted……
How is each block effect set up in FM9 edit to show up on the pedalboard when in this mode?

Thanks for any help!

The Effects layout is preconfigured for blocks that might not be in the preset. The system doesn't remove missing ones, they're just not selectable.

You can adjust that layout for effects you use most often, or you can use the FC Per-Preset editor to define Per-Preset switches, then use the Per-Preset layout. Using that layout lets you define which effect block or parameter is assigned to a switch, and you can change them within each preset. They take a little bit more work to define but the flexibility is worth it, at least to me.

I'd recommend reading the Fractal Audio Footswitch Functions Guide and Section 10 in the manual to get an idea what the switch functions are and how editing layouts work before attempting to change anything. FM9-Edit has a GUI which is convenient. P. 80 in the manual discusses using Per-Presets.
