What Cabs to Capture Next?

That is something I was wondering. Who and how do the amps and cabs get recorded?
In other words, does Cliff/FAS make all the base IR’s and then other companies release presets/rigs based on those?
or does Austin Buddy and SUS do the tone matching and IR captures themselves and create rigs?
