Can a Volume/Pan block be setup to go from overall preset level at heel position to a chosen +db boost in toe position

you can set your expression pedal to be an external controller, and use it to control something like a eq block, or filter block to add any kinda boost you desire. but the volume block will only go from 0 to 100%, will not go over 100%.

You should be able to attach an expression pedal to the 'Level' parameter in the Volume/Pan block.

Just increase the block level of the Vol/Pan block to whatever amount you need over unity gain. 100% on the volume parameter will then correspond to that higher level and heel down will be 0% or silent.

If you want it to go from unity gain at heel down up to a boost at toe down instead, assign your modifier to the level parameter like Joker III said and set MIN to 0 dB and MAX to whatever boost you want. You can do this on the level parameter of any active block and omit the vol/pan block completely too.
