That means, with a mono setup, I could send the exact same signal to 4 different destinations? That means I could run out1left to soundguy, out1right to JBL, and always run a dry signal to my tuner from out2?

Yes, set your ouput 1 to mono sum l+r. You can do that with out even using output 2 (other than the tuner) or worry about left/right. You can use the XLRs and the unbalanced outs at the same time.
For tuner, just put an fx loop block on row 1, column 1 and don't connect it to anything. this will send your dry signal to output 2
