The combination of letters 'ough' has at least 6 pronunciations.

Rough --> ruff
Bough --> bow
Through --> threw
Cough --> coff
Thought --> thawt
Though --> thoh

I may have missed at least one more. Haven't had coffee yet. Brain's not firing on all 18.

I don't envy a foreigner trying to learn English....

So true. All languages incorporate from others to some degree, but English seems to be the most egregious.

I love reading about how languages developed, merged, and split over time (strictly amateur, don't ask me to explain any of it ;-)

They are pronounced 'cawf' and 'thawt'. If they were the same, it would be 'thawft'. LOL! You poor beleaguered souls trying to figure all this BS out!

That's not a difference between the "ough" though. That's because of the added "t" at the end. It's like saying pierce and fiercely aren't pronounced the same.
