Problem Axe-Fx Ultra and Roland FC-300

As a result of a button simultaneously to effect enable and disable the second effect. Help, please.
 
I believe you can only do this in either CC mode or Patch mode, and you will need to program the midi CC#'s to make that happen.
Patch mode is limited to 100 patches, and I have not educated myself well enough on CC mode yet.

This would be so much easier if Roland had a PC-based editor for the FC300 !!
