Power cable hum

Ok so i did a lot of tests to come to this conclusion, ran single and multiple pedals of various brands through the fx loop on my PRS MT15. not one single hum sound. Quiet as a winter night. Played with cables and blah blah with the 4CM. Then as i was switching settings under the i/o menu between settings in a software pause, the hum stopped. so i turned the axe fx 2 unit off. hum went down but still present. So i unplugged it from the outlet, no hum anymore. switched power cables. hum still there, then changed power conditioners, still hum. So i have concluded its the power cable creating the hum. how do i fix this?

i was looking at the ebtech hum x, but not sure if that will do it.

Definately ground loop. I had the same problem with my basement outlets. I made a voltage regulator for my pedals when I used tube amps and pedals.
