OK so who wrote "Hey Joe"? Really?

This woman says Billy Roberts was an ex boyfriend and he stole it from her?
She commented in the video n I quote:

The way I read it, she is saying he "stole the idea for the song.
Her quote, I wrote above, " "Thanks for recognizing my song as the original impetus for Hey Joe (stolen from me by Billy Roberts, an old boyfriend)"
I never knew this story existed, or even who either of these people were\are.
Impetus definition: the force that makes something happen or happen more quickly.

Yeah, it's pretty clear he stole the idea, the chord changes too. The basic concept. He took it way out there, but yes. It's obviousl. He should have cut her in on publishing. No wonder he shot her. He's an asshole.

Yeah, I understand that's what she's claiming. It just isn't as clear cut to me as when Harrison lifted "He's So Fine" for "My Sweet Lord", or even Stairway/Taurus.
