I suspect it's a real-time measurement... It isn't a static value.

I think these are only for analog I/O... Don't think they have anything to do with pedal inputs.

They literally say "Pedal 1" and "Pedal 2" It's the value of the ADC which samples the pedal. The ones for "OUT 1" thru "OUT 4" show the value sampled from the level knobs. As Cliff mentioned, it's going to be noisy no matter what but the amount is insignificant.
