Spillover on reverb and delay seems to don't work when you change the scenes in a preset on fw7b.
my global/config/spillover is set on both

The global spillover setting applies to preset changes, not scene changes.

What's changing from scene to scene in your example? If bypassing delay/reverb, check bypass mode. (Use Mute FX In to hear effect continue on bypass.)
