I figured that the III could send tempo out via MIDI, but it seems it does not - it can receive tempo info only. I see that some controllers like the Mastermind can interpret the Axe-Fx III's tempo via the realtime sysex function.
Before I give up, is there any way by hook or crook to get the Axe-Fx III to pass tempo info to a Boss SY-200? The pedal does have a MIDI config where you can set the CC# for its control switches (i.e. it receives its control switch 2 from CC#80), but it seems like the realtime sysex from the AFX would need to be translated into a CC# for this to work.
So perhaps a MIDI translator could work to translate the AFX tempo sysex into a CC for the pedal?
Barring that, I can accomplish it by running a long 1/4" cable up to my pedalboard and have an external controller for the SY-200 up there. Not ideal, but it would work.
