neck splitting effect

If I remember correctly there is supposed to be a way, an effect block, that allows you to split the guitar neck like you would a keyboard. Say at 12th fret a everything you play below that note would be one amp and everything above you could send to a different path. I know boss has this in their pedals, Is this in the axe 3 and how do i access that

No, not really...

Neither the crossover block or the pitch follower will really do what you want.
 
You can achieve something like this by using a modifier with the pitch follower controller. For example, you could set two amps to have left and right inputs and have the detected pitch alter the pan of a VOL/PAN block dialed in to send to either amp. Or use two volume blocks with inverse modifier curves before two separate amps.
 
As you see from everyone answering all at once (!) there are many ways to skin this cat. The Pitch Follower is where you need to start. Then dial in the modifier curve until you get close to where you want to be.
