Engage and disengage the Looper block or control the Looper functions like record, play, etc?

Any midi controller that can send CCs should work.

The FCB1010 is the best budget solution, although I'd recommend a replacement ROM chip like the UNO to have better functionality.

The Morningstar MC-6 is the preferred "small but powerful (and not too expensive)" choice for many.

You could find a used Ground Control (original, not Pro) for under $100 and do what you need with no problem.

There are some offerings from @voes that could also work.
