IN [POST] = Balanced Cable.............

The cable used for the IN [POST] of the FX8 is labeled balanced,
does this mean TRS on both the FX8 and the amplifier side?

It can be balanced. But your amp is not a balanced connection. So just use a normal instrument cable.

I recently bought an Orange rocker 32 combo amp,
which is a STEREO Amp so I'm very confused about matching it with the FX8.

Balanced does not mean stereo.

The Orange Rocker 32 can accept a stereo return in its effects loop. It's not stereo all the way through.

That means you can use stereo effects after the preamp, but before the power amp. And that means that OUT2 (Post) would be stereo, not In2 (Post). Out2 (Post) would require two cables if you're running it stereo. See the last page of the Rocker 32 manual.
