Going into Amp Return and PA at the same time?

Is there a way that the signal going to the amp can have power amp simulation turned off, while the signal going to the PA has the power amp simulation on? Can this be done simultaneously?

In both cases I would be using an amp block, but I would be bypassing the cabinet on the way to the amp return.

Yes , there is. Place the CAB block at the end of the FX chain, and put the FXLOOP block right before the CAB block in parallel, and do not connect CAB to the OUTPUT block. OUTPUT 2 on your AX8 will control the signal with no cab to your amp, and OUTPUT 1 will go to audio interface.
 
Per your question about power amp modeling, no. There is only one amp block, and to accomplish one feed with power amp modeling and another simultaneous feed without, you need two amp blocks.
